The chart I am reading is currently in Venus Mahadasha period. This person needs to watch kidney health and sugar intake. Rahu in the Antardasha can exaggerate this. Bags under eyes express the kidney connection. My advice for eye balm is Sandalwood powder with rose water to form a paste and apply under the eyes or a paste with turmeric and almond oil (or rose water).
